The neighbors have a legitimate concern: traffic, parking and the disruption of a quiet neighborhood. We dealt with this here in my neighborhood recently (read on!)
I don't care is it's sex parties, drug dealing or running a kennel - you'v got to protect others from these disturbances, or "pay the piper". The guy two doors down from me opened a kennel in his back yard. That came to a screeching halt when the barking dogs kept us all awake at night. He got snotty with the code enforcement guy and ended up paying over $4400 in court costs and fines (had he shut up and complied, he'd not have even been fined!)
See, this is the wisdom of putting 1763 where it is. You can't offend neighbors when there are no residential dwellings nearby! (And looking at the construction of the walls, I'd say any noise will be kept inside, concrete doesn't conduct sound very well.)
